		<description>Also -- Yahoo has committed itself by this time next year to have built out more tools/options to allow better targeting/reporting which will allow us to better target our traffic. 

It is amazing how a lawsuit is forcing Yahoo to improve its search program... not the fact that advertisers will sometimes completely overlook them and just use Google.</description>

Basically someone sued them for showing PPC ads in pop-ups and parked domain (and other properties that are not search). The settlement is, that Yahoo will have to build an application to the panama interface in which advertisers can choose where their ads will show.
Also, all businesses that were bankrupted and advertised in Yahoo! are entitled to a $20 refund.
